Fixes a bug in Consumer goods & services surveys: the summary tab was displaying wrong sums in the survey TOTAL in the last three columns.

Fixes a bug in CPI surveys: if the imported excel questionnaire did not have a CPI value for a specific month for a BH, the BH could be finalised without any warning.
